He previously held senior positions at the Educational Testing Service, the U.S. Department of Labor, the Joint Economic Committee, the National Commission for Employment Policy, and the Washington State Senate. His commentaries have appeared in the New York Times, the Washington Post, the Wall Street Journal, and other print and broadcast media.
