Frank was born, raised, and educated in Southern California. His author's nickname (""Pancho"") is a common Spanish reference to his Hispanic heritage and his birthname ""Francis."" Frank has served in the U.S. Coast Guard Auxiliary as a staff officer in publications, where his award-winning writing and editing resulted in both the ""Mike Marconi Award"" for best flotilla newsletter and the Most Improved Publication award, a unique honor created for his work. Frank earned a Bachelor of Philosophy from St. John's Seminary College, and a Master of Business Administration from the University of Redlands, both in Southern California.
